STRUCTURE OF THE RESEARCH TEAM

The functional structure that will manage the program of researching activities of the TRAGUA team is constituted by three coordination levels:

- Coordination and Program Management Committee. It will be formed by a representative from each of the areas and it will be presided by the team responsible. This committee will hold the official representation of TRAGUA and will act on behalf of TRAGUA in the matters of diffusion of results, organization of activities and social display of the team. According to special needs, the Committee will have the power to increase the number of its members. The project will hire a Management Technician to work under the supervision of the Committee and its President, who will deal with the administrative management of the project.

- Four Coordinating Committees representing the four areas of knowledge. These committees will be constituted by a representative of each of the research groups belonging to each committee. They will deal with the coordination of activities within each area and will serve as a link among research groups. They will promote the fulfilment of the scientific-technological objectives of the project, avoiding any effort duplication, and will present partial results of their areas of knowledge in the form of internal reports. Each Coordinating Committee will designate a Secretary who will centralize the information and will call for the pertinent meetings. The members of each Coordinating Committee will keep in permanent touch with each other.

- Cross Committees in charged of transferring the results of the activities of the 24 research groups and capable of endowing the different groups with a joint operative organization. These Committees will operate under the instructions of the Coordination and Management Committee and will deal with coordinated priority activities. Each of them will be constituted by, at least, a member from each area. Depending on the volume of activity they have, the Coordination and Management Committee will have power to increase the number of members of each of the Cross Committees and to endow them with a functional internal structure. The number of Committees and their functions will be able to vary throughout the evolution of the project according to their needs but, at least, the following three committees will exist:

Coordinating Committee of Transference Activities.  It will deal with the diffusion of technological informationcoming from the different research groups towards the organizations interested in their applications (private or public companies, Administrative organisms or Technological Centres) and will promote the participation of these organizations in particular projects of application of waste water reuse technologies.

Coordinating Committee of Display Activities. The goal of the project is to overcome the obstacles limiting the volume of urban waste water reuse and one of the suggested activities is to carry on in situ direct display activities. The Coordinating Committee of Display Activities will deal with the coordination of both pure technical jobs and those related to the assessment of the social and economic effects of the project and to the settlement of guidelines for the external diffusion of results.

- Coordinating Committee of Training and Diffusion Activities. This Committee will study and promote the proposal of Postgrade Courses, including both professional and research initiation masters, in the working centres of the participating research groups and will seek to get the greatest coordination and collaboration among them. It will also make suggestions to the Coordination and Management Committee about courses, seminars and other training, diffusion and display activities to be jointly taught by members of the research team. The goal of this Committee will be to promote the joint participation of members from different research groups and the coordination with other organisms and companies outside the project. This Committee will also coordinate the diffusion of results through a display planning, using marketing tools and virtual webs.

The advising committees will deal with global assessments. These committees will be in charge of evaluating the quality of the activities and the goals of the program.

- The internal committee will analyse and evaluate forms and related methods within the internal agents of the TRAGUA organization. It will also analyze the binding methods among groups within each area of knowledge and among areas, the connections between groups and respective scientific-technical committees and the relationships between them and the thematic committees. They will be in charge of gathering all the improvement suggestions and direct them towards the appropriate committee. The internal advising committee will elaborate seven reports in which an assessment of the fulfilment degree of the activities and goals of the program will be included, and will be able to make suggestions for their modifications. Their reports will be based on the other internal committees´ reports and the fulfilment of the improvement suggestions related to the relationship among internal agents is mandatory.

- The external committee: Its main contribution will be to assess the fulfilment degree of the program goals and, when appropriate, to suggest modifications for the global fulfilment of the program. The fulfilment of these suggestions is mandatory. Logically, in the case of relevant modification suggestions, they will be reported to the MEC for approval before being put in practice. This committee will also be able to dispose of any documentation from the Program. In addition, it will be in charge of the internationalization of the Program. Giving the profile of this committee, activities and opinions will be determined for the team to have access to international works of relevance and for the international projection of TRAGUA.

The formal interconnection among the research groups belonging to the different areas (Treatments, T1 to T10; Control and Evaluation, C1 to C3; Recharge and Irrigation, R1 to R7; and Socio-Economic Impact, E1 to E2) and the Committees structured in the aforementioned three coordination levels is outlined in the figure 3.
